Folding (or plying) two yarns together makes a thicker, stronger yarn. Because Ne is an indirect count, the resulting count is lower, not higher.
For two equal singles, the folded count is half the single count. Two 60s singles give a 30s two-fold, written 60s/2. This trips up buyers constantly: 60s/2 is not a fine yarn, it is a 30s equivalent made from fine components.

For unequal singles the resultant count is calculated as 1 divided by the sum of the reciprocals — the same arithmetic as parallel resistors.

Why fold at all
Two-fold yarn is stronger, more even, less hairy and has less residual torque than a single of the same resultant count. That is why quality shirting and premium bedlinen use 2-ply.
The cost is real though: you are paying to spin finer singles and then to twist them together. A 60s/2 costs substantially more than a 30s single, which is exactly why it signals quality on a label.
