How the systems relate

Tex = 590.5 divided by Ne. For example, 30s Ne is about 19.7 Tex.

Is a higher count finer or coarser?

In Ne and Nm a higher number is finer; in Tex and Denier a higher number is coarser.

Denier (grams per 9,000 m) is mostly used for filament and synthetic yarns.
